There were nineteen letters. I counted them twice, which is what you do when a number matters and you do not yet know why.

They were not in order. Somebody had put them into the wall the way you put things into a drawer you intend to tidy later — the important one at the bottom, the trivial ones on top, the whole arrangement making a kind of sense only to the person doing it.
